Well as i said before you are probably looking at 2 to 3 times the on shore support staff so the off the book expansion runs to 6000 to 8000 more and just the on the books plans are another 3000 to 4000(?)

may be a silly question but with the time span available couldn't the vast majority of those positions be filled by either retirees or people parting after say 10 years with a guaranteed job available in exchange for taking a reserve slot or even without the reserve position?
