I very specifically and deliberately stay out of the gun control thread. I don’ know if or how the government might try to divert federal resources to any of that. I suspect little would be available to be spared from what they’re already doing in federal policing unless the government decided to hemmorhage overtime funding at it.
There's a difference here between the compensated confiscation program and federal firearms laws which many people miss.

Local Police Services are refusing to participate in the program (which is not a law) as they see no crime fighting value in it for the amount of effort it will require, whether funded or not by the feds. That is not "refusing to enforce the law". But, come the end of the amnesty, if they come across someone in possession of a banned firearm, I expect they will act as per the Firearms Act. I doubt the feds will be proactively pursuing gun owners over this, but I was also surprised eariler this week by the actions of the SQ on the firearms front. Different topic for a different thread.
 
No? Public order policing is a matter for the police of jurisdiction- municipal or provincial. RCMP would investigate any hypothetical national security offences (participation in terrorist activity; terrorist financing or propaganda), but that wouldn’t be visible to the public, and it would happen separate from any public order work being done by whoever polices that area.

Municipal permits for protests are more a matter of municipal convenience. Protesting without one is not criminal. It’s up to municipalities how hard they want to push on that, but there’s only so far before it becomes a Charter issue.

Anyway. Yeah- clearing the streets of protesters isn’t a federal thing. In very rare instances, RCMP who are not also the local police of jurisdiction might be asked for assistance (e.g., Windsor and Ottawa blockades), but that’s assisting POJ, not inherent to the federal part of their mandate.
The Federal government likley can declare that such a protest/parade fall under a Foreign Affairs mandate and ask the Province not to allow any such permits to be issued, the Municipality is beholden to the Province. Not issuing the permit and actively blocking the parade/protest, will help on the diplomatic side, because I can bet the Indian government has protested this to their Canadian counterparts. If Canada is seen to do nothing, India might decide to restart their own clandestine operations again.

I apologize up front for being super blunt, but none of that has any relation to the reality of how operational decision making for police works. Governments cannot direct specific police operations, full stop.
