Problem in China is that the reversal did not lead into a major up spurt in babies. People feel they can't afford having 2 or more children. The relaxation of birth restrictions, caused a bump in birth rates, but there is still a steady decline.

China will cease to be a global superpower in about 20 years. Their demographics are so royally fucked. They'll never recover. They've gone full inverted pyramid demographically but they don't have immigration to compensate.
 
So what is this?

Their position is unchanged, they have said they would agree ti the ceasefire only if their own conditions of met, one of which is ukraine recognizing the occupied territory as russian. Which has been their demand the entire war to keep what they took which is a non starter.

Canada can ramp up artillery shell capacity.
Could start up manufacturing of Artillery equipment.

The question should be why have we not done so? I would guess it is due to GD-OTS Canada and GDLS/ Canadian gov and their contract restrictions then anything else.

We can manufacture and produce any number of things here. We have to ability to expand and build. Instead we keep on par and even reduce the level.
I would suspect many people with their hands in the pocket are to blame more so then the industry capability itself.

i think the government did not think there was a long term business case for an expansion in capability
