To keep the lights on.To improve inshore visability for the Navy ?
After the "War to End All Wars" the GoC took to heart the idea of swords into plowshares and the RCN was a prime target. We were damn lucky to keep the two dockyards and two small destroyers. Everything and I mean EVERYTHING else was on the chopping block. The Reserves were the one thing that could keep some sort of visibility with Canadians.
I don't know if it was foresight or just blind ass luck, but when the world started to ramp up in the late 30's, the RCN had ready recruit and training depots across the country to funnel the new sailors to HMCS Cornwallis to fill out the wartime navy.
