If we charge large fees on the Welland Canal for US ships, then they'll do the same to us at the Sault Locks in the UP.

True but they have more ports above Lake Ontario than we have on Lake Superior and it wouldn't be impossible, I hope, to revitalize the North of Superior rail line to bypass the locks entirely and ship out of Sault.

The advantage of being a totalitarian autocracy is you don’t have to worry about the suffering of the people. I can’t see that working well here.
